3. C: Student Access to Campus

Guttman continues to provide essential services to students for technology and food insecurity in relation to on-campus pickup. Many student services (AccessABILITY, the Wellness Center, and ASC) migrated online to provide continuous service to students while the campus has been closed. All of these will continue to provide remote services in the short term. As we move through phases toward High Site Access, some of these might be able to offer very limited in-person meetings.

All Student Services, not listed below, that plan to reopen, even slightly, during Phases III or IV, will coordinate with Facilities and Public Safety Director Koutsidis. The directors of these units must also receive the approval of the GRC and Senior Staff and President Cintrón.

In Fall 2020 (Phase I and II) any students that plan to access the building for any of these services below will complete the necessary campus approvals prior to reopening, which includes safety and recovery planning:

  1. Picking Up Laptops
  2. Food Pantry
  3. Socially distanced study spaces (when conditions allow)

***All current modes of distributing laptops and items from the food pantry will continue as is during all phases.

Students make appointments with the Information Technology Office to pick-up a loaner laptop. Students will wait in the lobby or outside the building and laptops will be given to them by Public Safety staff.

Students can make appointments with the Single Stop Office to collect non-perishable goods. They will be asked to select what items they want in advance and a bag will be packed for students so they can pick up the food items from the lobby of the building. All appointments must be confirmed 24 or more hours in advance and pick-up is limited to Tuesday-Thursday.

There may be additional days where students can collect fresh produce. These appointments will be made in advance and spaced out throughout the day, or socially distant lines, will be created outside of the building. Students will pick up the items from the lobby of the building.

Some students will require quiet and safe study spaces to do their work even though fall instruction will be remote. Study spaces are also required for students who may have various housing insecurity issues, which may prevent them from having a meaningful educational experience at their primary residence. These could include cramped quarters, lack of access to technology, internet issues, safety, and others.

As early as possible, but only if safety and health conditions allow, Guttman anticipates providing study space for approximately 20-30 students in the Atrium and Library/Information Commons, which will allow them to safely study on campus while maintaining social distancing. A reservation system will be developed by the Guttman Information Technology team to allow students to reserve their time on campus in advance. This system will assess capacity across study locations for the desired date of entry to ensure maximum occupancy is not exceeded and will include a health- screening questionnaire. Guttman Public Safety will ensure compliance with COVID safety protocols, the general safety of Guttman community, and screened entry into the building. Reservations will be a combination of first-come, first-served basis. All students will be required to bring their own laptops to campus. Locations of study areas are below (with potential additions, as needed, if spaces must be closed for disinfection due to COVID exposure):

  • Atrium
  • Library/Information Commons

Furniture in each area will be arranged to ensure adequate social distancing, with signage posted for the maximum occupancy in each area and study spaces will be monitored by Public Safety.

All students must complete the online COVID-19 Safety Training program through Blackboard https://ssologin.cuny.edu/cuny.html?resource_url=https%3A%2F%2Fbbhosted.cuny.edu%252Fwebapps%252 Flogin%252Fnoportal before they can work or study on campus. Students must wear appropriate PPE at all times when on campus, unless there is a medical condition that prevents it. In that case, they should request/reserve an individual use work station (if possible, if working on campus) and maintain the minimum 6 ft. of social distance at all times.

Students are encouraged to seek COVID testing prior to returning to campus workspaces and to be re-tested at least every 2 weeks while accessing campus spaces for the protection of all community members. A negative result within 10 days of returning to campus is recommended. All relevant individuals will be notified in the event of an individual’s exposure to COVID or a positive test result. The City University of New York takes the well-being and safety of our students, faculty and staff very seriously. During the pandemic, we all have an obligation to behave in a responsible manner per the guidance approved in Guttman’s Reopening plan to prevent the spread of the coronavirus. Responsible behavior extends to our off-campus and personal lives, which can affect our ability to transmit the virus on campus, including at a minimum:

  • always wearing a mask when on campus and when gathering with other individuals
  • maintaining physical distance of at least six feet on campus and when gathering with individuals outside the classrooms and other areas
  • limiting the size of on campus gatherings
  • minimizing and limiting the size of events gatherings with other students

Article XV of the CUNY bylaws requires that each student obey policies, regulations, and orders of the University/College. Students are reminded that the Rules and Regulations for the Maintenance of Public order pursuant to article 129a of the education law (“Henderson Rules”) prohibits:

  • Behaviors that recklessly or intentionally endangers the health of others
  • Behavior that interferes with the institution’s educational processes
  • Failure to comply with the direction of a University official

The University is committed to adhering fully to current and future directives about social encounters from the federal, state and local public health officials. Any student found in violation of these directives may be subject to discipline under article XV of the CUNY bylaws.
