Events Protocol
This Events Protocol is designed to create a welcoming, safe, and inclusive educational environment that fosters academic and social activities at Stella and Charles Guttman Community College. Its purpose is to protect individuals’ rights to express themselves and to be free from harassment and discrimination while ensuring the continuity of the college’s core operations and supporting its vital mission.
Guttman Community College is firmly committed to upholding the First Amendment. The open and free exchange of ideas is essential to the vitality of any academic community. The college respects and safeguards individuals’ rights to exercise their freedom of expression as long as it does not disrupt the educational environment or infringe upon the civil rights of others. For instance, individuals or groups can distribute leaflets on campus, provided they do not interfere with the educational process.
Free expression must not violate the civil rights of others. Individuals or groups may not engage in harassment, discrimination, physical abuse, threats, or impede others from accessing any part of the campus. According to the Rules and Regulations for the Maintenance of Public Order Pursuant to 129-A of the Educational Law, known as the Henderson Rules:
“Each member of the academic community or an invited guest has the right to advocate their position without fear of abuse, physical or otherwise, from others supporting conflicting points of view. Members of the academic community and other persons on college grounds shall not use language or take actions likely to provoke or encourage physical violence by demonstrators, those demonstrated against, or spectators.”
II. General Time, Place, and Manner Restrictions
- Lawful Directives: Individuals must comply with lawful directions issued by college/University representatives acting in their official capacities.
- Identification: Individuals must present identification when requested by an official college/University representative.
- Campus Access: Entry to campus is authorized through the designated 40th Street public entrance. Campus hours are from 7:00 a.m. to 10 p.m., Monday through Friday, and 7:30 a.m. to 6 p.m. on weekends. Overnight events are not permitted. Visitors must sign in and provide valid photo identification along with a legitimate educational purpose.
- Noise: Noise must not disrupt classes or other educational activities. The use of amplification devices requires explicit prior approval. Outdoor events are prohibited at Guttman Community College, as no designated outdoor campus spaces exist.
- Structures and Equipment: Temporary or permanent structures—such as booths, tents, or stages—require prior approval. Unless securely affixed to approved locations, unauthorized signs, banners, or other postings are prohibited.
- Fire and Safety Codes: Open flames and flammable materials are prohibited unless prior approval is granted and compliance with fire safety codes, the rules and regulations of the City and State of New York, and the standards and permits established by the New York City Fire Department is ensured.
- Egress: Pathways, entrances, and exits must remain clear to allow pedestrian and vehicular traffic flow. Compliance is required if a college representative instructs you to relocate to maintain egress.
- Safety: College property must not be damaged or defaced. Prohibited items include weapons, contraband, or materials that could be used for harm. Violations may result in confiscation and further action. Signs and posters must be made of cardboard, foam, or other flexible material. No one on campus may incite imminent lawless action. If a representative of the college, acting in their official capacity, directs an individual or a group of individuals to relinquish contraband, such as that referenced above, or to disburse to protect the safety of others, the individual of group must comply.
- Off Campus: Public spaces adjacent to the campus are subject to local, state, and federal laws. The New York City Police Department holds jurisdiction over incidents occurring off campus.
III. Event Authorization Criteria
“Events” include public gatherings, lectures, vigils, demonstrations, tabling, rallies, celebrations, and ceremonies. Event authorization is based on the following content-neutral and viewpoint-neutral criteria:
- Time: Events must be scheduled to minimize class disruption and normal campus operations.
- Location: Events must occur in designated spaces that minimize class disruption or other normal campus operations, and adequate and appropriate space must be available.
- Security: Adequate and appropriate security measures must be feasible based on event size and nature.
- Impact on College Operations: Events must not impede regular operations, undermine the educational environment, or compromise the safety and security of individuals or groups in the college community or event attendees.
- Egress: Events must allow unrestricted movement for non-participants.
- Additional Factors: Factors such as procurement, the availability of external vendors or speakers, the availability of space(s) requested, and compliance with local, state, and federal regulations may also affect event approval. Delays in these processes may impact scheduling and available resources.
IV. Approval Process
- Scheduled Events:
- Registered student groups must submit a room reservation request via the Forms System at least two to five weeks in advance, depending on event complexity. Approvals are coordinated by the Office of Student Life, which may require meetings with Campus Facilities and Public Safety.
- Faculty and staff seeking to reserve campus spaces must submit a room reservation request via the Forms System at least two weeks in advance.
- Unscheduled Events:
- The college may impose reasonable time, place, and manner restrictions on unscheduled events, and scheduled events will take priority over unscheduled events.
Registered student groups must promptly notify the Office of Student Life at (646) 313-8043/Room 004. Groups of unaffiliated students engaging in an unscheduled event should also notify Student Life. Faculty or staff hosting unscheduled events in high-demand areas should promptly notify Public Safety at (646) 313-8101. External third parties may not host unscheduled events.
V. Financial Responsibility
Event organizers must collaborate with the Office of Student Life, Campus Facilities, or Public Safety during planning. Organizers must ensure budgets cover all anticipated costs, including compliance with local, state, and federal regulations before approval.
VI. Compliance and Enforcement
Organizers must educate participants about this protocol and report any disorderly conduct to Public Safety. Violating applicable policies or rules, including this Events Protocol, may be grounds for disciplinary action. Failure to adhere to this protocol may result in the prohibition or immediate cessation of an event, disciplinary or contractual action against its organizers or participants, as appropriate, and restrictions on a group’s future activities on campus.
